CEB plans up to 35% tariff hike
- Chairman resigns reportedly due to political interference
An electricity tariff increase of 25 to 35 percent is among the proposals under consideration by Ceylon Electricity Board (CEB), as the International Monetary Fund (IMF) awaits the implementation of the revised rates.
CEB sources said these tariff proposals would be prepared in accordance with the formula agreed upon by the CEB and the Public Utilities Commission of Sri Lanka and submitted for PUCSL’s approval.
With the discussions on the revised tariffs underway, CEB Chairman Tilak Siyambalapitiya has submitted his resignation to the Minister of Energy. The Sunday Times learns that the resignation has been reportedly prompted by unnecessary interference of the political authority and the PUCSL regarding the cost-reflective tariff.
The PUCSL approved a 20 percent reduction in electricity tariffs in January this year, despite the CEB’s position that the tariff should continue at the then-current rate.
A senior CEB official said that after the January tariff reduction, the CEB started to incur losses again, as had been the case before 2022.
“In 2022, the CEB’s accumulated loss was Rs. 473 billion. In 2022, with the economic collapse, the then government, in keeping with IMF conditions, increased electricity tariffs on two occasions. As a result, CEB made a profit of Rs. 61 billion in 2023 and Rs. 141 billion in 2024. As a result, by the end of 2024, the CEB’s accumulated loss decreased to Rs. 271 billion. But now, again, since February this year, the CEB’s loss has been increasing from Rs. 271.1 billion,” he claimed.
The Rs. 473 billion accumulated loss included long-term loans and overdrafts from state banks, interest payments,
and payments owed to Ceylon Petroleum Corporation (CPC) and private power plants.

Tariff blow to renewable energy sector: Unit purchase price to be reduced
The Cabinet will next week consider a proposal to reduce the tariffs for all renewable energy-based (RE) electricity supply to the national grid.
If approved, the Energy Ministry’s memorandum will allow the Ceylon Electricity Board (CEB) to significantly lower the prices paid for every unit of electricity generated under all new private rooftop solar, mini-hydro, wind, ground-mounted solar, biomass and municipal solid waste contracts. For the first time, a tariff is also proposed for rooftop solar and solar photovoltaics (PV) systems with battery energy storage systems (BESS).
The Cabinet paper has been pending for weeks. Official sources said it would be considered at the next meeting. The changes were previously vehemently opposed by the RE sector.
Contracts signed before these adjustments will continue to be remunerated at previous rates in keeping with the respective agreements. Thus, some rooftop solar producers of up to 500 kilowatts will continue to earn Rs. 37 per unit, while others, who signed on or after July 2024 (when tariffs were last revised), will receive Rs. 27.06.
Once it takes effect, rates for rooftop solar of up to 20 kW will drop to Rs. 19.61 per unit; above 20 kW up to 100 kW to Rs. 17.46 per unit; above 100 and up to 500 kW to Rs. 15.49 per unit; above 500 kW and less than 1 MW to Rs. 15.07 per unit; and 1 MW and above to Rs. 14.46 per unit.

ලංකා විදුලිබල මණ්ඩලයේ ජ්යෙෂ්ඨ නිලධාරියෙක් ප්රකාශ කර සිටියේ පසුගිය ජනවාරි මාසයේදී විදුලිය ගාස්තු සංශෝධනය කිරීමෙන් පසුව 2022 වසරට පෙර පාඩු ලැබූ පරිද්දෙන්ම ලංකා විදුලිබල මණ්ඩලය නැවතත් පාඩු ලැබීමට පටන් ගත් බවය.
2022 වසරේදී ලංකා විදුලිබල මණ්ඩලය රුපියල් බිලියන 473 ක් පාඩුවක් වාර්තා කළේය.2022 වසරේදී මෙරට ආර්ථිකය කඩා වැටීමෙන් පසුව ජාත්යන්තර මූල්ය අරමුදලේ කොන්දේසි ප්රකාරව අවස්ථා දෙකකදී විදුලිබිල ඉහළ දැමුවේය. එහි ප්රතිඵලයක් ලෙස විදුලිබල මණ්ඩලය 2023 වසරේදී රුපියල් බිලියන 61 ක ලාභයක් ලැබූ අතර පසුගිය වසරේදී රුපියල් බිලියන 141 ක ලාභය වාර්තා කළේය.
එහි ප්රතිඵලයක් ලෙස පසුගිය වසර අවසානය වනවිට ලංකා විදුලිබල මණ්ඩලයේ පාඩුව රුපියල් බිලියන 271 දක්වා පහළ ගියේය. නැවතත් පසුගිය පෙබරවාරි මාසය අවසන් වනවිට ලංකා විදුලිබල මණ්ඩලයේ පාඩුව රුපියල් බිලියන 271.1 දක්වා ඉහළ ගොස් ඇත.
විදුලිබල මණ්ඩලයේ රුපියල් බිලියන 473 ක පාඩුවට දීර්ඝ කාලීන ණය, රාජ්ය බැංකුවලින් ලබාදී ඇති අයිරා පහසුකම්, පොළී ගෙවීම්,ලංකා ඛනිජතෙල් සංස්ථාවට සහ පුද්ගලික විදුලිබලාගාරවලට කිරීමට තිබෙන ගෙවීම් ඇතුළත් විය.
