Company registration certificate

I'm maintaining a news casting website which is already registered under the Ministry of Mass Media as a News website.

Actually I'm not doing any money involved business here but I need a business registration certificate (Private Ltd.) to apply for the media identity card.

So is there a way to register only a company name and get the company registration certificate (business registration) only without paying taxes or annual fee?

If so please let me know the procedure.
