Anyway I was asking about controlling the rate. All are aware of that CBSL is one of the authorities to decide the final rate but my question is do they have any say on that given that they have close to zero USD reserves.

I didn't see the notice but if CBSL is going to issue a daily spot rate and a trading band for inter-bank market, that would have a negative impact on the forex inflows as speculators know that CBSL has hardly any reserves and IMF support is going to take some time while Gvt has to print money to meet its expenditure.
