Help Needed, Power Trouble in My PC

I think there is a Problem in my Power box of my PC.

When I plug in my PC power comes out of the USB ports (5V not 230V), without turning on the Power Switch of the CPU.
Devices connected to the USB ports starts to work as soon as the computer is plugged in before I press the Power Button.
My Optical mouse also lights up before pressing the power button.

Is this a problem in the Power system of the computer? or is it just normal?

iz actually a feature than a problem.... its bcuz of this feature that facilities lyk wake on KEYPRESS & wake on MOUSE CLICK work....
