    CIOB unveils Western Region Road Structuring and Transport Plan

    Ceylon Institute of Builders (CIOB), in collaboration with the Ministry of Megapolis and Western Development, unveiled the proposed Western Province Road Structuring and Transport Plan recently.

    The second seminar of a series organised by the CIOB was conducted by Lakshman Jayasekera, Project Director of the Western Region Megapolis Development Plan under the theme ‘Road Structuring/Transport’ recently at the Taj Samudra Hotel in Colombo. The objective of this seminar was to educate and create greater awareness amongst construction industry players on the finer points of the proposed initiative to develop roads and structure a new transport plan for the Western Region.

    While Lakshman Jayasekera, Project Director of Western Region Megapolis Development Plan, was the main resource person, valuable inputs were also made by Chief Engineer Kushan Devasundara and Vanuji Abeywickrama, the two other speakers at this discussion. The President of the Ceylon Institute of Builders (CIOB), Dr. Rohan Karunaratne, Secretary Eng. Saliya Kaluarachchi and the council members also joined the seminar. The event attracted a large turnout of participants including a host of businessmen and engineers involved in the construction trade.

    Expressing his views on unveiling the proposed Western Region Road Development and Transport Plan, Dr. Karunaratne said: “We have taken the lead to organise a series of seminars to educate businessmen and professions in the construction industry on the proposed Western Region Megapolis Development Project. It was the second consecutive seminar in this series that was successfully conducted. These seminars are very beneficial to all institutions which play an active role in Sri Lanka’s construction industry. In the context of the next decade, we are introducing the proposed Western Province Road Structuring and Transport Plan in this manner.”

    Launching the initiative, Lakshman Jayasekera, Project Director of Western Region Megapolis Development Plan, noted that under this $ 3.1 billion mega project 196 km of existing rail lines will be modernised, in addition to constructing 52 km of new railway tracks. A new rail line will be constructed from Kottawa to Horana (22km) and a Freight Line covering Kelaniya, Dompe and Kosgama (30 km). Apart from these two projects, Railway Electrification, which exists in developed countries, but is a totally new concept to Sri Lanka, will also be introduced, he said.

    Under the proposed Western Province Road Structuring and Transport Plan, the public passenger bus transport network will be completely modernised under a $ 663 billion project. The focus will be on bus modernisation, providing multimodal facilities and introducing school bus/taxi regulations. Apart from this initiative, plans are also afoot to develop inland canals and waterways in the Western Province to launch new public transport services, Jayasekera said. In terms of this plan, it is envisaged to make use of inland canals to launch new public transport services from Wellawatte to Battaramulla, Colombo Fort to Union Place and Mattakkuliya to Hanwella.

    Under the proposed Western Province Road Structuring and Transport Plan, road infrastructure facilities will be further improved. The existing Expressways in the country will be widened, in addition to undertaking new projects under a $ 3.3 billion initiative. It is envisaged to integrate the national and urban network of highways through the improvement of existing and missing links. Work will also begin on the new Colombo-Kandy Expressway and the Ratnapura Expressway.

    The two seminars related to the proposed Western Region Megapolis Development Project, organised by the CIOB were sponsored by a CIOB Green Mark award-winner, JLanka Technologies Ltd.

    The third seminar in the series, which will focus on small and medium scale plans (SME sector) of the Megapolis Development Project, is scheduled to be held on 30 June at Hotel Taj Samudra.

    Ceylon Institute of Builders (CIOB) was established in 1961 by a most illustrious group of engineers and builders of Sri Lanka. It was a very active organisation which contributed cohesive systems to the construction industry. CIOB has been revived with the same objectives and adding a few more to address the problems faced by the building industry today.

    Through its international affiliations CIOB will seek to use its influence to attract investments to develop the construction industry, especially for the projects under the Western Region Megapolis Development Plan.

    SLT to power Colombo Lotus Tower

    Sri Lanka Telecom (SLT), will be the Telecommunication Service Partner for the Colombo Lotus Tower project.

    SLT and the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) recently signed a Memorandum of Understanding (MoU) with regard to the project.

    TRCSL, SLT and China National Electronics Import and Export Corporation (CEIEC) officials were present. Once completed, the Lotus Tower will stand at a total height of 350m, the tallest tower in South Asia, and will also act as a single transmission hub for telecommunications, Digital TV and radio, helping to reduce the carbon footprint in the city, whilst improving the quality of transmissions.

    With the signing of the MoU, SLT will bear sole responsibility for building the ICT infrastructure for the Lotus Tower.

    TRCSL Director General Sunil. S. Sirisena said, “The Lotus Tower will be a multi-functional telecommunication tower and an entertainment center that is expected to enhance the beauty of the skyline of Colombo whilst providing infrastructure for the latest Digital Terrestrial Video Broadcasting network, FM broadcasting and telecom service providers, helping them to enhance the quality of transmissions and improving access to high quality ICT services”. P. G. Kumarasinghe Sirisena, SLT Group Chairman said, “We are proud to have been selected as the Telecommunication Service Partner for this massive project, which is foreseen to be a landmark building project in South Asia. Once the ICT infrastructure has been completed, it will provide the platform for SLT to deploy our state-of-the-art futuristic enterprise and consumer end total solutions including; voice, networking, data hosting, managed services as well as cloud services, to our clients with the highest quality and reliability, ensuring high accessibility for all.

    We thank the TRCSL for the confidence and trust they have placed in us by appointing us as the Telecommunication Service Partner for this project and we look forward to serving our customers with futuristic ICT solutions.”

    Once the envisioned ICT infrastructure has been laid, other telecom operators will also have the opportunity to provide their services by leveraging on the state-of-the-art ICT infrastructure at the Lotus Tower.

    04. Implementation of wastewater disposal infrastructure for chilaw town, Puttalam town and Wastewater disposal system for Maharagama-Boralesgamuwa areas



    The joint proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply and Hon. Ravi Karunanayake, Minister of Finance, to implement the above projects and to obtain a loan amount of US$ 105 million from Exim Bank of China under concessionary conditions, was approved by the Cabinet of Ministers.



    05. Provide Technical Assistance for the implementation of the Weliwita Water Supply Project



    The Weliwita Water Supply Project is the first water supply project implemented under the Public-Private Partnership and the proposal made by Hon. Rauff Hakeem, Minister of City Planning and Water Supply, to obtain technical assistance of International Financial Corporation of the World Bank Group, and to appoint a Cabinet Appointed Standing Procurement Committee and a Project Committee to implement this project, was approved by the Cabinet of Ministers.



    06. Resuming construction of Walasmulla Weekly Fair



    The foundation of the Walasmulla Weekly Fair has been completed and the construction works have been suspended due to a absence of funds. The proposal made by Hon. Patali Champika Ranawaka, Minister of Megapolis and Western Development, to resume its construction with the assistance of Sri Lanka Army, subject to an estimated cost of Rs. 50 million, was approved by the Cabinet of Ministers.

    08. The Accelerated Programme for the development of middle income housing and infrastructure



    Proposals have been called according to the approval granted by the Cabinet of Ministers in 08 blocks of lands in various areas of the island owned by the Housing Development Authority, with the participation of local and foreign investors and developers. The Steering Committee appointed in this regard has recommended to implement housing projects in Panadura, Homagama (Jalthara Phase II), Yakkala, and Ragama and to recall proposals for housing projects in Kundasale, Homagama, Galle, and Nittambuwa. Above information presented by Hon. Sajith Premadasa, Minister of Housing and Construction, was considered by the Cabinet of Ministers.


    09. Developing Jetty Facilities in the Jaffna Peninsula and adjoining Islands to transport passengers and cargo safely



    People in Jaffna's nearby islands, including Delft and Nagadeepa, use boat transportation for their daily needs. In addition pilgrims also use boat transportation for visiting religious places of worship. However, there have been some issues regarding this transportation such as absence of sufficient boat transportation, minimum jetty facilities, and the light house is in a situation to be renovated. As a solution, the proposal made by Hon. Arjuna Ranatunga, Minister of Ports and Shipping, to develop and regulate coastal passenger transportation by the Director General of Merchant Shipping and to make suitable amendments to the Boat Ordinance, was approved by the Cabinet of Ministers.

    11. Relocation of City Centred Prisons to Interior Areas with more space



    The Government has recognized the need to undertake urgent reforms in the prisons with the view of converting prisons into correction centres. Relocation of city centred prisons to under populated areas is a priority task. The proposal made by Hon. D.M. Swaminathan, Minister of Prison Reforms, Rehabilitation, Resettlement and Hindu Religious Affairs, to assign design and consultancy services regarding the relocation of Prisons in Colombo, Galle, Matara, Badulla, Trincomalee, and Batticaloa, to government owned construction firms, was approved by the Cabinet of Ministers.

    13. Establishment of a Domestic Airport in Badulla District



    Except in Uva and Sabaragamu Provinces, all the other provinces have domestic airports. A minimum of 06 hours is required to travel on land from Colombo to Badulla and the duration for air transportation is about 25 minutes. Establishment of a domestic airport in the district will help in promoting the tourism industry in the region and to improve economic crops cultivation for exportation. The proposal made by Hon. Nimal Siripala de Silva, Minister of Transport and Civil Aviation, to establish a domestic airport at Bandarawela in Badulla District, was approved by the Cabinet of Ministers.

    15. Implementation of Budget Proposals 2016 – Construction of Cold Stores



    The price fluctuation of vegetables and fruits including Big Onions and Potatoes badly impacts on farmers as well as consumers. The Budget 2016 has allocated funds to build cold stores as our crops production is based on a seasons. The proposal made by Hon. P. Harrison, Minister of Rural Economic Affairs, to build cold stores in Dambulla Economic Centre for selected vegetables and fruits including Big Onion and in Keppetipola Economic Centre for selected vegetables and fruits including Potatoes, was approved by the Cabinet of Ministers.



    16. Central Expressway Project – Obtaining Consultancy services for the construction of section 2 from Mirigama to Kurunegala (39.91 km), including a link from Mirigama to Ambepussa (9.3 km)



    The above project will construct an expressway section from Mirigama to Kurunegala via Pothuhera with a length of 39.91 km of 4 lanes and link from Mirigama intersection to Ambepussa of 2 lanes with a length of 9.3 km. The proposal made by Hon. Lakshman Kiriella, Minister of Higher Education and Highways, to commence required procurement activities for selection of a suitable firm to provide consultancy services in supervising these constructions, was approved by the Cabinet of Ministers.

    Sri Lanka mobile operators test LTE-Advanced Pro

    Huawei and ZTE provided vendor support for LTE-Advanced Pro trials

    Sri Lankan mobile operators Dialog Axiata and Mobitel recently carried out trials of LTE-Advanced Pro technology. The test was carried out on its LTE network in partnership with Chinese vendor Huawei, Dialog Axiata said.

    “The demonstration established the capability of the network to deliver throughputs in excess of 1 [gigabit per second] on the LTE Radio (Air) Interface, setting a solid foundation for the future evolution of the nation’s 4G services to a technology generation well ahead of neighboring markets,” Dialog Axiata said in a statement.

    “Following the ‘4.5G’ technology capability test, Sri Lanka joins a select circle of 20 countries where 4.5G capabilities have been demonstrated,” the operator, which initially launched commercial 4G LTE services in 2014, said.

    Mobitel also confirmed it has reached speeds exceeding 1 gigabit per second in its trials of LTE-Advanced Pro technology with partners Huawei and ZTE; tests were conducted in a Mobitel facility.

    “Having successfully tested the 4.5G LTE-Advanced Pro technology, Sri Lanka telecom Mobitel is looking forward to commercially deploy the 4.5G services to the nation for further strengthening the evolving [information and communications technology] industry,” Mobitel said in a release. However, the telco did not provide further information on the future launch.

    Korea mulls mega infrastructure projects in Sri Lanka

    June 23, 2016 (LBO) – A South Korean delegation has visited Sri Lanka to discuss cooperative methods for large-scale infrastructure projects including the Western Province Megapolis and the construction of the Central Expressway.

    Vice Minister of Korea’s Ministry of Land, Infrastructure and Transport Kim Kyung Hwan, accompanied by government officials, visited Sri Lanka recently.

    A large business delegation representing the infrastructure sector, including Korea Expressway Corporation, Korea Land and Housing Corporation, and Korea Water Resources Corporation, were part of the visit.

    Vice Minister held bilateral meetings with Megapolis Minister Champika Ranawaka and Secretary of the Ministry of Higher Education and Highway with regard to the large-scale infrastructure projects.

    He also made a courtesy call on Prime Minister Ranil Wickremesinghe and discussed various ways to strengthen bilateral cooperation and economic engagement in the infrastructure sector, along with agriculture and education.

    During the meeting with International Trade Minister Malik Samarawickrama both sides discussed several issues of mutual interest including energy-related projects and an industrial complex in Sri Lanka.

    Japanese firms eye Sri Lanka energy, real estate investments

    ECONOMYNEXT – A Japanese business delegation visiting Sri Lanka has shown interest in a number of key sectors such as energy, real estate development, electronics and automobile components and aquaculture, the Board of Investment said.

    The delegation consisted of officials from 28 leading companies such as Mitsubishi Corporation, Mizuho Bank, NTT Data, Mitsui & Co. India Pvt Ltd., Leopalace 21, JGC Musashi Industry Inc., Energy & Technology, Nippon Express and Eikei Corporation, it said in a statement.

    They were accompanied by officials from Japan’s Ministry of Economy, Trade & Industry and the Japanese Embassy in Sri Lanka.

    Tadayuki Seiki, Chairman Japan-Sri Lanka Business Co-operation Committee and Senior Advisor to Itchu Corporation, the leader of the delegation said that the mission had visited India and decided to extend their visit to Sri Lanka.

    Integrated Road Investment Program (iRoad)
    Funded by ADB


    The Government of Sri Lanka is implementing the Integrated Road Investment Program (iRoad) to improve the connectivity between rural communities and socioeconomic centers by improving the transport efficiency on selected national, provincial and local roads. Under the iRoad Program, around 3000km of rural roads in Southern, Sabaragamuwa, Central, North Central, North Western Provinces and Kalutara district in Western province will be improved / rehabilitated and maintained for three years through 42 civil works contracts.

    MOU signed for rehabilitation of rural roads in Northern Province

    With the intent of developing rural roads in all provinces, the Road Development Authority (RDA) has initiated the island wide iRoad Project upon the instruction of the Leader of the House, Minister of Higher Education and Highways Lakshman Kiriella.

    This project is currently successfully underway in many provinces of the country. Roads in the Northern, Eastern and many other provinces were left in a decrepit state as only selected areas were developed during the previous regime. Therefore under the new government’s vision, Minister Lakshman Kiriella’s intent is to grant all areas equal benefits. Through the iRoad Rural Road Rehabilitation Project, 587 roads will be rehabilitated covering 1327.64 km of road. This is inclusive of five districts within the province. This project will be funded by the Asian Development Bank (ADB).

    The Memorandum of Understanding (MoU) was signed to rehabilitate the proposed roads in the Northern Province on15/6/2016. RDA Chairman Nihal Sooriyaarachchi and Northern Province Chief Secretary A. Pathinadhan signed the MoUs on behalf of the Road Development Authority and the Northern Provincial Council respectively.

    Access Engineering gets contract for construction of Rajagiriya flyover

    Access Engineering PLC, the pioneers in the flyover construction in Sri Lanka was recently awarded the sub-contract to construct Rajagiriya flyover; a permanent solution to lessen the heavy traffic congestion at Rajagiriya Junction along the A0 road, Sri Jayawardanapura Mawatha.

    Recognising the criticality of the situation at Rajagiriya Town, the flyover project was initiated by the Road Development Authority under the Ministry of Higher Education and Highways. The project is funded by the Government of Spain and the design and the supply of the superstructure are entrusted to; Centunion S. A of Spain who plays the role of main contractor and the design and construction of substructure, on-site fabrication, installation and erection of the steel superstructure are subcontracted to Access Engineering PLC.

    Rajagiriya town administered by the Kotte Municipal Council is situated about 10km away from the Capital of Colombo. Rajagiriya is identified as one of the heavy-traffic areas in suburbs of the City and three closely situated road intersections at Rajagiriya creates highly saturated continuous traffic congestions towards Battaramulla, Parliament road, Kalapaluwawa, Borella and Nugegoda. More than 75,000 vehicles are plying daily through Rajagiriya inclusive of large number of public transport busses.

    The proposed flyover which is of 363m length will accommodate four traffic lanes built on two individual decks where width of a lane shall be 3.5m. The flyover will be built following the horizontal alignment of the existing Sri Jayawardenapura Mawatha with two horizontal curvatures of 257m and 128.5m in radius respectively and a vertical alignment with a minimum 5.2m vertical clearance for traffic flow underneath the flyover structure. Once completed, the flyover will take the daily commuters amassed at 4+800KM near Victoria Home up and over the flyover to be connected to the Sri Jayawardenapura Mawatha at 5+570km close to Buthgamuwa Road Junction near Filling Station.

    Considering the location as one of the most transit areas of the Capital of Colombo, flyover is designed to blend in to the city architecture and future development plan. The preliminary work of the site has by now begun intending to meet the target completion in December 2018.

    “The project will be progressed under two phases as the development has to be taken forward with minimum disturbances to the commuters and the flow of traffic,” said Jeewaka Dahanayake, Project Manager of the Rajagiriya Flyover.

    ‘මේ ආණ්ඩුව වැඩ කරන්නෙත් ගිය ආණ්ඩුවේ සල්ලිවලින්’

    වත්මන් රජය කි‍්‍රයාත්මක කරන ව්‍යාපෘතීන් සඳහා සියලු මූල්‍ය ප‍්‍රතිපාදන ලැබී ඇත්තේ පැවති එක්සත් ජනතා නිදහස් සන්ධාන ආණ්ඩුවෙන් බව ප‍්‍රවාහන අමාත්‍ය නිමල් සිරිපාල ද සිල්වා මහතා පවසනවා.

    අමාත්‍යවරයා පෙන්වා දෙන්නේ වත්මන් රජයද යම් යම් ව්‍යාපෘතීන් ආරම්භ කර ඇති බවයි. ඒවා ඇතැම් විට පසුගිය රජයේ ව්‍යාපෘතිවල මට්ටමටම පැමිණ නොතිබිය හැකි බවද සඳහන් කළා.

    එහිදී හෙතෙම සඳහන් කළේ “මේ ආණ්ඩුවෙන් ලැබිච්ච සල්ලියක් නෑ. මේ ඔක්කොම ගිය ආණ්ඩුවේ සල්ලි. අපි ඒක අගය කරන්න ඕනේ.” යනුවෙනි.

    කෙසේවෙතත් ඉදිරියේදී කිසිඳු පක්ෂයකට තනිව ආණ්ඩුවක් පිහිටුවීමේ හැකියාවක් නොලැබෙනු ඇති බවයි අමාත්‍යවරයා අවධාරණය කළේ. එකිනෙකාගේ විවිධ ගැටලු නිසා පක්ෂය දෙකට තුනට කැඩී ගොස් විනාශ වෙනවා මිස තනි පක්ෂයක් ලෙස බලයට පැමිණිය හැකිද යන්නත් අමාත්‍යවරයා ප්‍රශ්න කළා.

    තමන් ජාතික ආණ්ඩුව සමග එක්වූ හේතුව පිළිබඳවද නිමල් සිරිපාල ද සිල්වා මහතා මෙහිදී කරුණු දැක්වූවා. ආණ්ඩුව තුළින් සේවයක් කිරීමට හැකියාව ලැබෙන හෙයින් ඊට එකතු වූ බවයි හෙතෙම සඳහන් කළේ.
