    Japan to fund Megalopolis LRT system

    A high level delegation from the Japanese Government concluded a visit to Sri Lanka yesterday.

    The visit follows Cabinet approval for Light Rail Transit (LRT) system proposed in the Megalopolis plan, and a formal request from Sri Lanka to Japan for concessional financing for the project. The delegation, led by Japan’s Vice Minister Economy, Trade and Industry Hirofumi Katase confirmed their government’s willingness to finance Sri Lanka’s landmark project on deeply concessional terms.

    The decision was conveyed following high level discussions with Sri Lanka Government officials on July 26, followed by a meeting with the Cabinet Committee on Economic Affairs on 27.

    The two governments have agreed to expedite the detailed technical feasibility in order to initiate the physical implementation of the LRT as soon as possible.

    “Confirmation of support from Japan for this critical investment under the Megalopolis plan marks a major milestone” said Ajita de Costa, Chairman of the Western Region Megalopolis Project.

    “We can now put the debate on monorail vs LRT behind us, and move forward aggressively to get this project implemented.”

    Emergency Ambulance Service launched for Western & Southern provinces

    The Indian government assisted Emergency Ambulance Service in Western and Southern Provinces launched today with the participation of Prime Minister Ranil Wickremesinghe at the Galle Face Green in Colombo. Following a written request by Prime Minister Ranil Wickremesinghe for assistance for setting of an emergency ambulance service in Sri Lanka, the Indian government agreed to support it.

    The commitment of Indian government was formalized through a Letter of Exchange ceremony that took place in September last year during the visit of Prime Minister Ranil Wickremesinghe to India. The project would cover the Western and Southern Provinces of Sri Lanka.

    The project is being implemented through grant assistance of Government of India of around US$ 7.55 million. Project elements include an emergency response centre, deployment of 88 ambulances in the Southern and Western Provinces and recruitment and training of nearly 600 Sri Lankan personnel to implement the project.

    Only 4-6 staff members are to be deployed from India to provide management and technical expertise guidance. Government of Sri Lanka has selected M/s GVK EMRI as the implementing agency. A ‘not for profit company’, called GVK EMRI Lanka (Pvt.) Ltd., has been created for rolling out the services in the Western and Southern Provinces of Sri Lanka. All assets, including ambulances, will belong to Ministry Health, Nutrition and Indigenous Medicine of Sri Lanka. The emergency ambulance services would be provided free of cost to the beneficiary.

    Delivering a video message on the occasion, Indian Prime Minister Narendra Modi appreciated the leadership given by the current government in the success of the launch of this Ambulance Service. " It represents a concrete result of how our close partnership benefits the people on the ground. It is another example of how Indian experiences, capacities and best practices can fulfill the needs of our friends in Sri Lanka,"

    "This Ambulance Service would add to your capacities for delivering emergency healthcare. And the goals of this project are ambitious. It will reach out to over 8 million residents of Southern and Western Sri Lanka. I am told it will also be a source of substantial job creation in local communities. The project also showcases the success of Public Private Partnership between the Government of Sri Lanka and its nominated implementing partner." Indian premier said.

    This project is another milestone in the wide raging development partnership between India and Sri Lanka. India’s development portfolio in Sri Lanka is nearly US$ 2.6 billion, out of which US$ 436 million is pure grants. Minister of Health, Nutrition and Indigenous Medicine of Sri Lanka Rajitha Senarathne, High Commissioner of India Y.K. Sinha and Deputy Foreign Minister Harsha de Silva took part in the event.

    ශ්‍රි ලංකාවේ චීන තානාපති යී ෂියැං ලියැං ජාත්‍යන්තර වෙළඳ ඇමැති මලික් සමරවික්‍රම සමඟ හම්බන්තොට මාගම්පුර වරාය නීරික්ෂණය කළේය.

    කර්මාන්ත පුරයේ වැඩ ලබන ඔක්තෝම්බර් මාසයේ පටන් ගන්නා බව ඔහු කීවේය.

    Sri Lanka emergency ambulance paramedic service with 1990 toll free number

    ECONOMYNEXT - Sri Lanka has formally launched an emergency service with paramedics on call by dialling 1990, with technical assistance and a 7.6 million dollar grant from India.

    India is training 250 emergency medical technicians (EMTs) or paramedics who will man the ambulances with 250 especially trained drivers.

    "This is a service that is much needed by the people and a timely one indeed," Prime Minister Ranil Wickremesinghe said at the launch of the service on Thursday.

    The service is first deployed in the Western and Southern provinces with a command and control centre in Rajagiriya Colombo.

    "It is in that first golden hour that care must be administered in emergency situations," Health Minister Rajitha Senaratne said.

    "..[G]iven that these pre-hospital care ambulances are not only equipped with all the facilities to administer that pre-hospital care but also have highly trained personnel whose knowledge enables that care, is truly the difference between a life and death situation."

    The emergency service can be reached by dialling the short code 1990, toll free.

    "While Sri Lanka’s healthcare is well ahead of the region..the only lacuna that existed was in gaining timely access to emergency ambulances with trained para-medical staff," Deputy Minister of Foreign Affairs Harsha De Silva who proposed the idea to India during a visit by Prime Minister Narendra Modi.

    "This world class fully equipped ambulance service manned by certified medical technicians can now get to the emergency location in under 30 minutes, stabilize and transport the patient to the nearest appropriate state sector hospital."

    The emergency service is based on a model developed in India as a public private partnership with GVK EMRI, which developed as a corporate social responsibility project of India's GVK group.

    "It is indeed a matter of great honor and fulfillment to be a part of this historic moment of commencement of Emergency Management Services in Sri Lanka," GVK group chief G V K Reddy said.

    "I am personally indebted to both the Honorable Prime Ministers of India and Sri Lanka for their trust placed in GVK EMRI in realizing this dream of implementing 1990 Emergency Services in Lanka." (Colombo/July28/2016)

    ECONOMYNEXT – Japan has agreed to provide concessional funding to build a Light Rail Transit (LRT) system in Sri Lanka’s proposed Megapolis plan, with the initial section to be elevated and the rest at ground level.

    The two governments have agreed to expedite the detailed technical feasibility in order to initiate the physical implementation of the LRT as soon as possible, the Ministry of Megapolis and Western Development said in a statement.

    The announcement came as a high level delegation from Government of Japan concluded a visit to Sri Lanka this week, which followed Cabinet approval for the LRT system proposed in the Megapolis plan, and a formal request from Sri Lanka to Japan for concessional financing for the project.

    The initial investment is to cover around 25km, connecting Fort, Kollupitiya, Bambalapitiya, Borella, Maradana, Rajagiriya, Battaramulla and Malambe.

    “The initial segments of the LRT system to come up will be elevated, given the high density of existing development,” the statement said.

    “However, elements of the network to follow are expected to be at grade (street level). The LRT system is also expected to interconnect with the rail and bus networks to provide the commuters with world class transfer facilities as a part of an integrated solution.”

    Other than the Port City Project, the Government is also going for more ventures with help from China. The Exim Bank of China has agreed to fund the proposed expressway from Colombo to Ratnapura. After the Exim Bank’s willingness, the Chinese Government has recommended the names of four of its companies so that the Government could pick one. The Government has decided that all four companies will get one segment of the project. The companies are China National Technical Import Export Corporation (CNTEC), China Aerotech Engineering Corporation (engineering arm of CATIC), China Harbour Engineering Corporation (CHEC) and Hunan Construction Engineering Group Corporation (HCEGC).

    Japan Donates Rs. 10 Billion To Implement Government's Budget Proposals

    The Government of Japan has decided to grant a US$90 million concessionary loan (Rs.10 billion) to implement Sri Lanka’s development policies.

    The declaration with regard to the Rs.10 billion loan was handed over to Finance Minister Ravi Karunanayake by Japanese Ambassador to Sri Lanka Kenichi Sugama at the Ministry of Finance yesterday (July 30).

    The Japanese Government has decided to grant this loan to Sri Lanka to enable the island to implement the development proposals made by its Budget 2016.

    This loan, according to the Finance Ministry, should be repaid within 25 years and, a seven year grace period has been given to start repayment. Sri Lanka has to pay only 1.4% interest for this Rs.10 billion loan.

    This is the first time in diplomatic history of the two countries that Japan granted a loan of this kind to Sri Lanka, the Ministry said in a statement today.

    Minister Ravi Karunanayake said Japan has granted this huge concessionary loan as a result of the recent official visits to Japan by President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe. The Minister also said that monetary assistance of this nature extended by Japanese government is testimony to the confidence kept in Sri Lanka by the International community.

    “A country cannot be developed without obtaining loans. But we should use such loans for the benefits of the people instead squandering them for personal comfort. We want to rebuild this sluggish economy. We told in the past that we would find necessary funds for development. Today you can see such predicted money is coming our way. Therefore we intend to share the development with all the people living at every corner of the island. Those who clamored in the past and questioned us our farsighted development agendas are marching the streets today in fearing of such predicted funds have been reaching us from round the world”, Minister Karunanayake said.

    Sri Lankan government rejects media report saying China declined request to convert loans into equity

    July 31, Colombo: The debt/equity swap on the Chinese loans taken by the previous government will be implemented in accordance with the discussions Prime Minister Ranil Wickremesinghe had with the Chinese President Xi Jinping and Prime Minister Li Keqiang, the government said rejecting a media report that said otherwise.

    Issuing a statement the Government Information Department said a Sunday Times report that said China has declined Sri Lanka's request to convert into equity Beijing-funded projects including the Mattala Airport and the Hambantota Port was not true.

    In accordance with the discussions held on 8th April this year, the Chinese Government will promote Chinese firms interested in entering to private-public partnership with Sri Lanka Government with regard to the specific project, the statement said.

    The Cabinet Committee on Economic Management (CCEM) has instructed Minister of Development Strategy and International Trade and Minister of Special Assignment to discuss the required modalities with the Chinese Ambassador and report back to the Government. The discussions have been finalized and report is to be submitted.

    Following the discussions on Friday, a meeting was held in Hambantota by the two Ministers with the Chinese Ambassador and interested Chinese firms on the proposals for Mattala Airport, Hambantota Port, Tourism Zone, Oil Refinery, a Dock Yard, a LNG power plant and industrial parks. These will come under the public-private partnership between Sri Lanka Government and investors.

    The Government Information Department has charged that a part of the English print media has distorted the facts with regard to these transactions in order to disrupt the economic development of Sri Lanka.

    World Bank approves USD100 mln to support govt’s economic reforms

    Aug 01, 2016 (LBO) – The World Bank Board has approved a 100 million dollar credit from the International Development Association (IDA) to support the Government of Sri Lanka’s economic reform program.

    “Sri Lanka has been making steady progress on economic reforms, with the government aiming to create one million new jobs through a reform package focused on improving the country’s competitiveness, transparency and macroeconomic stability,” a statement said.

    A World Bank study, the Systematic Country Diagnostic, has highlighted the need for Sri Lanka to move from “a largely inward looking and public sector driven economy” to one that can unleash the potential of the private sector.

    The Sri Lanka Competitiveness, Transparency and Fiscal Sustainability Development Policy Financing (DPF), which is only the second DPF to Sri Lanka in a decade, aims to support the government’s reform agenda by reducing obstacles to private sector competitiveness, establishing transparent and well managed public institutions and improving fiscal sustainability.

    “The breadth and depth of the actions implemented signal the comprehensive approach and commitment of the Government to tackle difficult reforms aimed at making growth sustainable and creating jobs.” said Françoise Clottes, World Bank Country Director for Sri Lanka and the Maldives.

    “The specific actions in this DPF operation will help improve fiscal sustainability and create the fiscal space for delivery of public services, social spending and capital investment, which are integral to the country’s competitiveness”

    The Ministry of National Policies and Economic Affairs will be responsible for overall implementation and coordination of the proposed operation.

    Other agencies involved include the Ministry of Development Strategies and International Trade, the Ministry of Finance, the Ministry of Parliamentary Reforms and Mass Media, the Auditor General’s Department, the Board of Investment and the Central Bank of Sri Lanka.

    “Improving a country’s competitiveness and creating more jobs are complex objectives that require a number of factors – stable macroeconomic environment, good governance, adequate investment climate and skills in demand”, said Emanuel Salinas Munos, Program Leader and Task Team Leader of the World Bank.

    “This program will support the Sri Lankan Government’s commitment to enable the potential of Sri Lankan enterprises to grow, become more productive and better integrate with the global economy”.

    DPF operations provide untied funding to the Government upon completion of a package of policy and institutional reforms. The funding provided is allocated by the government solely based on its budgetary priorities. The World Bank Group provides technical assistance to the Government in support of its reform efforts under this program.

    අධිවේගී මාර්ගයේ පස් සැපයුම්කරුවන්ට බලපත්‍ර ලබාදීමට විශේෂ කමිටුවක්

    මාතර කතරගම අධිවේගී මාර්ගය ඉඳිකිරීම් සඳහා පස් සැපයීම සඳහා ඉඩම් වලට බලපත්‍ර ලබාදීම වෙනුවෙන් විශේෂ කමිටුවක් පත්කර ඇත.

    මෙම බලපත්‍ර ලබාදීමේදී මහවැලි අධිකාරිය හා ප්‍රාදේශීය ලේකම් කාර්යාල අතර පරිපාලනමය ගැටළු මතුව තිබූ හෙයින් දිස්ත්‍රික් ලේකම්වරයාගේ ප්‍රධානත්වයෙන් යුත් කමිටුවකින් නිර්දේශ ලබා ගැනීම සිදුකළ යුතු බව හම්බන්තොට දිස්ත්‍රික් ලේකම් ඩබ්.එච් කරුණාරත්න අනාවරණය කලේය.

    මාතර සිට කතරගම දක්වා ඉඳිකරන අධිවේගී මාර්ගයේ හම්බන්තොට දක්වා ඉඳිකරන කොටසේ අදියර තුනකින් වැඩ ක්‍රියාත්මක වේ. අම්බලන්තොට, හම්බන්තොටහා සූරියවැව යන ප්‍රාදේශීය ලේකම් කොට්ඨාශ වල පිහිටි ඉඩම් වලින් පස් ලබා ගැනීම මෙහිදී සිදු කෙරේ.

    මෙසේ අධිවේගී මාර්ගයට පස් සැපයීම සඳහා කොන්ත්‍රාත් කරුවන් අතර පොරයක් මේ දිනවල දැකිය හැකිවේ. පස් කැපීම හා ප්‍රවාහනය කිරීම සඳහාත් ලියාපදිංචි කිරීමේ දී මෙන්ම බලපත්‍ර නිකුත් කිරිමේ දී ආයතන අතර පවා විවිධ ගැටළු හා ප්‍රශ්න ඇතිවී තිබේ. ඉඩම් පිහිටි බල ප්‍රදේශවල අයිතිය කියාපෑම ප්‍රධාන ගැටළුවක් වි තිබේ.

    Other than the Port City Project, the Government is also going for more ventures with help from China. The Exim Bank of China has agreed to fund the proposed expressway from Colombo to Ratnapura. After the Exim Bank’s willingness, the Chinese Government has recommended the names of four of its companies so that the Government could pick one. The Government has decided that all four companies will get one segment of the project. The companies are China National Technical Import Export Corporation (CNTEC), China Aerotech Engineering Corporation (engineering arm of CATIC), China Harbour Engineering Corporation (CHEC) and Hunan Construction Engineering Group Corporation (HCEGC).
