    අලුත් CEB සබාපතියා energy consulting company එකක ලොක්කා, උගේ ගෑනි එකේ director කෙනෙක්. උන්ගෙ scope එකේ ලංකාවෙ consulting තියෙනවා. පැහැදිලි conflict of interest එකක්.

    මේක මැජික් වගේ අයට LTL එකෙත් මෙහෙමම සීන් එකක් තියෙනවා කියලා පහුගිය ටිකේ නොන්ඩි උනා. LTL එකේ ප්‍රොජෙක්ට් OK කරන එකට තුටු පඬුරු විදියට retire වෙන උන්ට LTL එකේ ලොකු position දෙනවා.



    Here is an open question to #NPP and President AKD, who is also the Minister of Power, especially based on your mandate against corruption.
    Dr Tilak Siyambalapitiya, is expected to commence work as the Chairman of CEB tomorrow. He is also the Managing Director of RMA Energy (image 1). His wife Namalie Siyambalapitiya is a Director of RMA Energy for over 3 years (image 2).
    The primary business of RMA Energy is to provide consultancy services to Development Finance Organisations (ADB, WB, IFC etc) on power sector. A sizeable revenue of the company is to provide services related to power sector in Sri Lanka (he was known as the default consultant for ADB due to his close relationship with ADB's Priyantha Wijetunga). RMA typically earn hundreds of thousands of Dollars from these projects annually, and likely have running engagements with DFIs even now related to Sri Lankan power sector.
    So I want to understand what sort of conflict of interest policy was adopted before he takes over his new role at CEB.
    a) has he divested of his interest in RMA Energy?
    b) has his wife divested of her interest in RMA Energy?
    c) have they removed themselves from the operations of RMA Energy and handed over management and technical control of the organisation?
    d) is RMA currently consultants to ANY projects related to Sri Lankan Power Sector / CEB and if so, have they recused from these engagements?
    Now there is a story going on that he has taken this role for an interim period only. This raises further questions.
    e) does this mean he goes back to consulting again on Sri Lankan power sector straight after? Did the government negotiate a contract that precludes him/his company from working on projects related to Sri Lankan power sector/CEB for an agreed number of years? (Technically he can get all the intel of CEB and use it as a commercial and financial advantage to enrichment).
    It is disappointing such conflicts of interest are placed at the heart of key institutions in the inaugural appointments of the NPP government (and directly under the President himself in this instance).
    Hope the President/NPP answers these questions for public transparency.
