. if your planing like buying or running your own data center they have 100mbps or 1Gbps ports available in europe... but still data centers or severs try to give the max upload speeds like USA and sell them to other country's ...
Hongkong can give bandwith more than china coz in china even google was blocked .. now Google Chinese data center is also hosted in Hongkong ..
