    no It's not 28 working days just 28 days http://www.ukba.homeoffice.gov.uk/studyingintheuk/quickguideforstudent/adultstudents/applyingforanadultstudentvisa/#header3 saying that if his previous application's had any fake or fraud bank statement, u will be automatically banned for 10 years.
