    This is misleading comment. What MR did was obtained loans through banks and other private instituion by aquiring stakes through EPF. Once the previuos govt came in they took all the loans in to govt books, thats how its shot up

    This is the composition of foreign debt, MR got around 30 Bn loans which invested in white elepahnt projects with higher rate. RW got loans under concessionary terms, mainly utilised fro highway construction and settling high rates loans.
