How the mechanics would play out (with real numbers)
- Current public wage bill ≈ 5% of GDP (World Bank 2023–2025 data; this has stayed relatively stable even after the 2025 salary revisions).
- A 100% salary increase → extra expenditure = another 5% of GDP.
- You then design a special tax (or 100% marginal rate) that claws back the entire extra amount from public servants’ pay packets → extra revenue = +5% of GDP.
Apparent result on the headline revenue-to-GDP ratio (current target ~15.1–15.4% in 2025–26):
- Old revenue: 15% of GDP
- New revenue: 15% + 5% = 20% of GDP
- But GDP itself rises by ~5% (because government employee compensation is part of GDP calculation)
- New ratio = 20 / 105 ≈ 19.05% of GDP
You would technically hit (or come very close to) the 20% target in one stroke.
