Past governments were better. Now the problem lies in buying stuff. When hospital is low on drugs or equipments usually request through medical supply division to obtain them or the MSD does not have it hospital director can authorize to locally purchase them. Now that system is extremely slow. Accounting staff is afraid of allocating money. Even if it's an emergency going through procurement process is a nightmare now.
