• Buying a new phone locally: Purchase only from TRCSL-licensed vendors. These phones should carry a TRCSL-approved sticker. Check the IMEI by sending an SMS in the format IMEI <15-digit number> to 1909. Dual-SIM phones have two IMEIs. Unregistered or unapproved new devices generally will not work on local networks.

From 1 October 2026, TRCSL is shifting device clearance (including phones) to its online Equipment Clearance System (ECS). This is the main upcoming change.

The ECS (at ecs.trc.gov.lk) becomes the required channel for Type Approval, IMEI-enabled device clearance (phones, tablets, dongles, etc.), and related applications. Previous paper or email-based processes are being replaced. Individual users, corporate users, and licensed vendors can register and submit through the portal. Vendors need a unique email per licence. Training materials and videos are available on the TRCSL site.
