Because once before the law enforcement seized ExpressVPN servers and found absolutely nothing,,,So total anonymity on the internet is suspect.  Nevertheless VPNs do provide very effective privacy. But some there are ways to hack these too.- not by normal guys but for eg.  the US NSA can.  They do so by traffic interception and using their supercomputers to break the encryption.It's easy for them to crack primes used with the DH encryption keys for 1024 bits (about 309 digits).
