Just name one high profile case where a Minister got convicted due to his signature on wrong cabinet paper!! Without supporting evidence (with files missing there will only be oral evidence again the accused will not give evidence and others who profited will also not give evidence against him)(there were many and there will be more wrong Cabinet  papers)</blockquote>
