So in fact Police cant even arrest them.Police arrest under Vagrancy Ord when they are soliciting on roads but the fine was very minimal. If a woman is in a hotel providing sex trade there is no law to prosecute her or hotel keeper unless it is a 'brothel' .This is not the first time a court held so ! cheap publicity by cheap media</blockquote>
