I felt I should mention that the pennies aren't truly necessary. It is not going to harm anything if you want to add them, but it is not a must to have them in the bag. You get the same effect with just the bag that is halfway filled with water. There are two explanations as to why this helps to keep flies away. Firstly, it is said that it simulates a spider's web, which flies would naturally try to avoid when they can. Two, the light that reflects off of it is something that the flies do not like. It causes their many eyes discomfort, or something to that effect, so they stay clear of those areas. It is sort of like how our eyes would experience discomfort from staring at the sun or having a light flashed directly into our eyes. People usually put the bags of water above entrance ways of houses, restaurants, and stores to help keep flies away. Instead of water in a bag, you can also hang CDs or DVDs up for the same effect. I like the CD/DVD option because it is longer lasting, easier to set up, and easier to maintain and clean, but water in a bag has a more consistent affect from all angles and does not blow in the wind as much or at all which is very convenient when you hang them in yards or other areas that are not just in entrances. Another method that I consider a compromise between the two and quite interesting is hanging up glass jars or clear plastic bottles, such as a 64 fluid ounce cranberry juice container for example, filled halfway with water. Start by creating two holes through the top of the jar's or bottle's top, getting durable string that will support the weight of the jar or bottle, run the string through the two holes, tie the string at the ends, and hanging it in a location you want where light will reflect it so that it can take effect.
