The minister said, "Leading international airlines including Emirates, Qatar Airlines, Etihad, Air Arabia, Sichuan Airlines have already agreed to use the Mattala Airport." The open skies policy allowing international carriers to operate freely at the Mattala Rajapaksa International Airport will be gazetted within two weeks, said Minister Jayaratna. He said the open skies policy would apply only for the Mattala Rajapaksa International Airport, which will be inaugurated on 18 March by President Mahinda Rajapaksa. The minister said the policy would create a free market environment for commercial aviation. He added the construction work of the airport was completed and test landing using A330 airbus was conducted last week. Radio message facilities and all other requirements of an international airport have been completed successfully at the Mattala Airport, the minister said. Mattala Airport will be Sri Lanka's second international airport after the Bandaranaike International Airport in Katunayake. The inaugural test flight landed at Mattala on 16 October 2012. The first plane was a Hawker Beechcraft B 200 registered in Pakistan.
