He could go for a 5000 series cpu if he plans to and as an added bonus he'll have PCI-e gen 4 support which might come in handy for him in the future. So no, it's not a dead end. Of course you can go for a b450, but a good b450 will cost as much as a b550. So why not go for a b550 instead? I didn't say b550 was the only choice, it's the "best" choice imo. He'll have to decide according to his budget and future needs.
