If a person who is NOT from Northern Province (Sinhala/Tamil/Muslim or anyone else) offers 10 Million for a land in Jaffna, but a Jaffna Tamil offers 9 Million, the seller has to sell it to the Jaffna Tamil even if the offer price is lower.The Jaffna Tamil needs to prove that the land is their heritage (ie. someone in the ancestry lived in that plot).
