On a cold December morning, residents of Luoyang in northern China awoke to the sight of the Jian flowing a Biblical red. Panic ensued as residents and government officials scrambled to find the source of the river's chameleonic water. Within two days officials had tracked down the culprits: workers at an illegal workshop had dumped red dye into the network of sewers connected to the river. </p><p></p><p>According to CNN, tests on the river by the local Environmental Protection Bureau showed no traces of toxic chemicals, but the incident highlighted major concerns about pollution in China. Environmental pollution has largely been ignored during three decades of rapid industrial and economic ascent in China. Though the country has a somewhat notorious reputation for censoring information to maintain a clean image, a report issued earlier this year by the state-run Ministry of Environmental Protection found that 57.3 percent of the groundwater in 193 cities was rated as "bad" or "extremely bad" and 30 percent of the China's rivers were "polluted" or "seriously polluted." </p><p></p><p>Major public kickback from pollution has incited unrest in the country's Politburo. As a result, a controversial new policy to levy the death penalty upon those found guilty of polluting was unveiled earlier this month.</p></blockquote><p></p>
