The total cost of the project is estimated at Rs. 4.7 billion.After the completion of the project, the travel time between Nelum Pokuna and Battaramulla would be halved, Minister Kiriella noted.It was estimated that generally more than 100,000 vehicles moved across the Welikada Junction daily, the Minister said.According to the Road Development Authority (RDA), the average speed of a vehicle from Diyatha Uyana Battaramulla to Devi Balika Vidyalaya in Borella was currently about nine kilometres per hour due to heavy traffic congestion, Minister Kiriella said. During peak hours, the speed dropped to about three kilometres per hour, he added.After the construction of the flyover vehicles would be able to ply at a speed of 20 km per hour along the stretch between Diyatha Uyana to Devi Balika Vidyalaya, Minister Kiriella added.The vehicles travelling direct to and from Colombo via Battaramulla could use the proposed flyover at Rajagiriya, the Minister said.In addition, the Highways Ministry stated that the construction work on the Polgahawela and Ganemulla flyovers built under the same Spanish-funded project was already underway at an estimated cost of Rs. 8.4 billion. An interest of 0.15 percent would be charged on 70 percent of the loan while the interest on the balance 30 percent would be 1.95 percent, Minister Kiriella said.
