(CSCL) said it hoped to conduct a trial run of the plant in July and August next year and then commission the plant by October or November 2020.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">“All the ground work including cutting of soil and levelling are almost completed,” CSCL Head of Communication Taya Diaz told The Sunday Morning Business.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">According to the company, the plant will comprise of state-of-the-art machinery where the entire cement manufacturing operation will take place in enclosed chambers not allowing a single particle of dust to escape into the environment.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">“We completed the Environmental Impact Assessment (EIA) successfully. There is a Hambantota Port International clearance that is being done at the moment. We are bringing in a totally enclosed manufacturing technique. All activities will take place inside the chambers,” Diaz said.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">The cement plant is expected to create 500 direct employment and 1,500 indirect employment opportunities.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">He added that prior to the announcement of the project last month, the CSCL had been in continuous discussions with the BOI, where various conditions and terms were laid out by the BOI to be met before proceeding to the next level. Following that, the CSCL had made initial payments to the Board of Investment (BOI) for the commencement of operations.</span></p><p><span style="font-size: 15px"></span></p><p><span style="font-size: 15px">“Those things are met and that is why we went ahead and did the ground clearance, consolidated the ground, and then moved onto a tentative agenda.
