NetBalancer has more features than NetLimiter, I guess. But, NetLimiter is enough. Both shows you any process or software that tries to connect to the network & their usage. So, you can control the download & upload limits of them. Besides that, you can also control the speeds of the entire network. & another thing, I couldn't use NetLimiter on Win8 properly. I think they're going to release a version for Win8. So, use NetBalancer on Win8.
