I have also made heritage scrapbooks that my parents treasure.  I tried using Paint Shop Pro for doing text on a curve and doing templates...but I never converted to it fully because I didn't understand much of the terminology in the help section & didn't have the time to ponder it. Then I tried ACDSee Photo Editor & was excited that complex things like text on a path & vignettes could be SO easy!!  I now use it exclusively to scrap with & haven't looked back.
