People who have a degree can apply for working visa after completing 2 years in Japanese Language School. Age is just a number to them. After 10 years (should have at least 5 years working experience in a one place) you can apply for PR. You can bring your dependants too after you got working visa. If you are an IT guy, lots of Indian guys works there.I have seen in Sakuragicho, Yokohama and Shinjuku, Tokyo.All these rules i said got changed in this year and it became more easy to go for a PR.
