In Dubai they have done it long back, it is called floating bridge between Deira Dubai and Bur Dubai. Even I posted to have a floating bridge between India and Sri Lanka. But India nor Sri Lanka want a bridge between both countries.During world war they float boats beneath  and make roads on top to cross Rivers. It is cheaper than building flyover or underpass.</blockquote>
