However, when analyzing this issue, we realized the following.In a democratic country, parliamentarians are a representation of the general population. Therefore, they need not essentially be scholars. We found another scenario, which is helpful in explaining this. In the courts, the Jury is the representation of the general public. The Jury is not expected to be graduates or post graduates. However, they should be having a basic educational qualification. (Similarly, parliamentarians too should comply with a basic educational qualification requirement)However, we do not expected, Hi-Fi technical competencies from Jury Members. Likewise, we should not be expecting very high subject knowledge from parliamentarians.In the courts, there are lawyers and judges who are subject experts. They analyse the situation and provide the Jury with the necessary  technical information to arrive at a decision. The Jury, being a representation of the society, is supposed to provide a decision, respecting the social norms. However, what we are lacking now is, expert committees advising to parliamentarians. These expert committees shall analyse the situation and provide the parliamentarians with necessary information. Since we cannot approach the whole population for  each and every matter, the representatives of the population (i.e the parliamentarians) are supposed to take decisions on behalf of the citizens</blockquote>
