The development India had achieved is not quite spread around the country, there are super richs and on the other side of the road is a slum and abode to some of the poorest on the world. Also the education, culture and social development is totally irregular.Taking Lanka, it is another case, coz it is a smaller country and less ethnically diverse than the large multi ethnic country India is, had see a level of development which is distributed, I'm not telling you that there are no super richs or super poors in Lanka, but considering the social development and "mentality" (i will exclude the warzone for obvious reasons) Lanka is way above others.Your example of a father refusing his daughter english medium education is quite unbelievable to me. From what I've seen around in lanka and from the stories I've heard, the general attitude of a lankan towards english education is quite positive. And I strongly believe that teaching in sinhala/tamil medium after independence was a mistake, anyway now that is rectified and everyone has the chance to learn in english.India might have introduced english medium education since their independence but that led to it schooling only being available to the socially affluent types. And to speak about the english communicating skills of Indians (i'm not trying to poke fun on them, just my opinion about the indians i've encountered) there are indians from andra pradesh(heart land of indian IT) in the place i study, they claim to have studied in english medium since their school days, but their communication skills are pretty null and heavily accented. They tend to stay in their own groups and never even try to come out and talk with others. It's a case of some language problem.
