There are several reasons for this issue, most of the times this happens whn the merchant request for the money but the there is a delay of response from the banks end, due to the delay the merchants payment request stops after few seconds but after that the bank responds then the money is between the payment gateway & ur account (money is already withdrawn from the account but is not with the merchant)No reason to blame the merchant, blame the bank!
