( even not the other ppl in  government)Ppl do have aresponsibility but we could not expect pple to do 100% what they should need to do unless repeated surveillance, inspection and education by health education sector of the ministry becouse ppl are like that ( they tend to forget things unless supervice). Ehema ona nethinam,we do not need a planning & health education section in health minstry neda???Minister, senior ministry officers & PHIs ( mahajana saukya pareekshakala - they directly have the responsibility to visit field and eliminate breeding points & educating ppl) have the large potion of responsibility!BTW we didnt see many dengue prevention campaigns what we used to see earlier usually before this problem start every year.Now it seems that as Gevernment doctors association said, Minister knows everything , he knows doctors, nurses, lab technicians works except what actually a health minister should do & so Pres. Mahinda has to do those instead of this bad health minister!</blockquote>
