[If the Angels were to appear before the ungodly, it would mean that they came to execute just punismnent, and then there would be no hope or respite possible for the ungodly.  If the Earth were made of angels Allah swt would have sent Angel messengers..however the earth is made of mortals hence mortal messengers ..
