If we calculate the amount of money/ income the country/ government is losing in this act, may be in millions. (may be a much higher figure than we think)It may be time to  look into, why people prefer to tip the traffic officers than paying a fine. The main fact I see is, when you get caught in a traffic offense, the traffic police takes your license into their custody. You may have been traveling a long distance from your home-town, when you get caught. So, on the next day, you have to travel all the way from your home town to the place you got caught to pay your fine and get your license released.So, I think people prefer to give a tip to the police officer and get escaped, than following all the hassle full path, which is official.</blockquote>
