At least electricity and water supply had not been provided and even there are no floor tiles laid. But it will be opened as a propaganda aiming the upcoming election just white washing the walls visible to outside.The construction of the building was commenced in September last year. There is a plan to open only the sign-board of this partly built building and then to conduct the ceremonial function at the auditorium of the old building. Employees of SPC told us with disgust that this building too will face the same fate as it happened to a building in Boralla Ayurvedic institute which was opened before the election of Western Province and still pending completion of constructions<a href="http://www.unions.lk/index.php?option=com_content&view=article&id=103:health-minister-opens-another-incomplete-building&catid=34:lead-news&Itemid=50" target="_blank">unions lanka</a></blockquote>
