Well...look at the Buddhist explanation for it. Samsara. Karma. The children have defects because of what they did in their previous life. They did bad and evil, so they are born in a bad way and state and at a bad circumstance. Imagine telling someone "You are born in this way because of what you did in your previous life" and that person doesn't remembers what they did in their previous life. It's depressing, but that's what Buddhism tells them, AFAIK. There could be many biological reasons for the deformities. It's mainly caused if the baby has faulty genotypes (bad genes)..so they aren't formed in the proper way. This is very common when the parents are of close family. Example: If a brother and sister marries each other...then there is around at most 25% chance of the baby being disabled. As for the divine islamic reason for children and people being born that way for themselves and their family... I haven't seen Zakir Naik's answer, but I guess it's the typical islamic answer. And this answer is similar to the answer as to why some people are born gay...or willed by God to be gay. (I'm not saying that being gay = being disabled) Islam believes that life is a test of faith. God tests us to different levels and rewards us accordingly. A person who is born disabled has a severe test. If they keep bearing patience and having faith in God they will be rewarded greatly. Likewise for their parents. If the parents, forexample, dumps the child then they will be punished in the next life. If they take good care of the child then they will be rewarded tremendously. If you look at life with the lens that life is a test then everything makes sense. And it's the best answer possible to even soothe the disabled person. The secular/atheist answer would be "urr it's some biological reason....tough luck..live your life in the best way possible...", which if I was disabled, would be a hard thing to swallow. Islam and other Abrahamic religions provide the best answer to this. If you aren't satisfied with the answer then it's no reason to find fault with Islam. If it doesn't make sense then tough luck. We aren't muslims because this makes sense to us...there are muslims which don't like Islam's answer but they are muslims.
