The Central Environment Authority Chairman Mr.Udaya Gammanpila, Chief Ministers of North Central and Central Provinces and Local Government Heads and Officials of the Ministries were also participated in the event.The project, Pilisaru, is based on the capacity building of Local Government authorities with enhanced methodologies to serve in large scale garbage management processes.A workshop was organized to educate the Local Government authorities of Gampaha and Colombo district of the ‘Pilisaru’ waste management project recently. Minister Champika Ranawaka apprised the authorities of the necessity of implementing such a mechanism to overcome the emerging garbage problem both in urban and suburban areas.The Authority is set to spend rupees one billion for 2008, and the total allocation for the project is 5.6 Billion for up to next 4 years. At the initial stage the Central Environmental Authority has identified sites to put up necessary landfills, said CEA Chairman Udaya Gammanpila."Composting and recycling are components of the overall programme, only the residue after composting of garbage can be directed to the landfills under the Pilisaru Programme," he said. The legal draftsman has approved the action plan with regard to this project.Pilisaru Programme is a national approach for solid waste management in Sri Lanka.  Although solid waste management is the obligatory function of the local government institutions, it is being poorly implemented, resulting in numerous environmental, health and sanitation problems.</blockquote>
