There's no smoke without fire. I don't think a landlord can evict a tenant without a reason. It's most likely that the tenant has a right to be heard at a tribunal or some sort of arbitration body. There's rental discrimination in Japan. Many properties are "Gaikokujin Okotowari" - No Foreigners. Foreigners are discriminated. Perhaps there are reasons for it. There are cultural differences that can affect the condition of the building. Say you rent it out to an Indian - the cooking, the oil lamps, joss sticks they burn inside will leave the stench. To find another tenant will be hard. Every race has an element of discrimination. Aren't we racial? Been to Japan several times and I have a lot of Japanese friends. But they are all of a different class, mostly Professors in Japanese Universities and I cannot judge the average Japanese from their behaviour. But whenever we visited Japan many starngers have helped us out, even in remote Japan. Once we booked a Ryokan/Onsen for a stay to experience it and it was a bit far away from the small town and we couldn't locate it. After coming back to town, my wife went into a shop. When she showed the map and the description of the Ryokan, the shop guy said "Ah Srilankan...", closed the shop and jumped into our mini bus and showed us the way. He said he will find his own way back. (There was a Navigator in the mini bus, but it's all Japanese. The rent a car guy sat with my wife and programmed the navigator to where we wanted to travel. It took more than an hour. He didn't complain.)
