APIIT and ACBT is good if you're planning to go abroad after the degree. But if you are planning to go in order to complete the degree then SLIIT is better too. Software development means the hard core software programming stuff. Software engineering is more towards the architecture and the design of the software and Quality controlling. If you get good results @ SLIIT, you can easily go and work for Virtusa or IFS. If you go to Moratuwa University then you can go and work easily at Mubasher. So that's the current trend I got to know. Since I'm not in Sri Lanka, I don't know the authenticity of those claims. But make sure you verify those claims independently. Because if you ask anybody, then will say that the Institute they are going is the BEST... simply because they don't know about the other institutes. I went to SLIIT. And their library is good. After 2 years came to Aussie without any problem.
