Therefore, under the law, ALL terrorists and other criminals MUST be prosecuted and punished.4.    Since the Sri Lankan government refused to have peace talks with Sinhela terrorists in the past, to have peace        talks with Tamil terrorists is, therefore, racially discriminatory and unlawful.5.    Moreover, if the government conducts peace talks with mass murderers, what right will it have to imprison, or        even impose fines on, petty criminals? It would, therefore, also be forced to have peace talks with lesser           criminals like single murderers, thieves and pickpockets. The government will also, then, be forced to conduct        peace talks with all other - Sinhela, Tamil etc. - terrorist groups as well in the future.6.    How, then, will the government be able to maintain law and order if it is forced to negotiate with criminals?7.    To negotiate with terrorists and other criminals violates a number of sections of the Constitution of the        Republic of Sri Lanka, including those relating to Fundamental Rights. Since the Tamil terrorists have been        waging war against the Republic for the past 23 years, they are chargeable with High Treason.8.    Since the demands of the Tamil terrorists relates to control over parts of the territory of Sri Lanka, any        negotiation with the terrorists also violates various sections of the Constitution of the Democratic Socialist        Republic of Sri Lanka, relating to the sovereignty and integrity of the country. To conduct negotiations with        terrorists on such matters would also be treasonous.9.    If the Tamil terrorists have been able to cause damage to the government forces, it is due partly to the        government’s bad strategy and partly due to the strength the terrorists acquired during previous six ceasefires:        each time the Tamil terrorists have used the opportunity to re-arm and consolidate themselves.10.  Above all, since the objective of the terrorists in demanding a ceasefire is for the purpose of obtaining        recognition and territory, they will then be able to strengthen their forces by legally obtaining foreign loans        and buying more weapons from other countries. If, then, they attack yet again, more government soldiers and        civilians will be killed in the efforts to restore law and order. 11.  If the government says that it cannot defeat the terrorists now, how will it be able to resist them if they        legally obtain foreign loans and buy more and better weapons? They might take-over the whole country!12.  According to World Facts, the percentage of Tamils (Other than ‘Indian Tamils’) in Sri Lanka now is just        4.9%, because of the emigration of more than one million Tamils to the West as bogus ‘refugees’. Therefore,        to create a federal state, carved out of the Sinhela motherland, as a virtual separate racist, segregated and        apartheid Tamil state for this tiny community of Tamils is also a violation of the Democratic Rights and        Human Rights of the indigenous 82% Sinhelas.13.  Instead, it is the duty of the government to inform the world community that:           (a) (As shown on the reverse of this leaflet), the Tamil Country (Tamil motherland) with its population of 57                million Tamils is Tamil Nadu  –  which is twice the size of Sri Lanka.           (b) No nation in the world is entitled to more than one Country (motherland);           (c) Sri Lanka, this tiny Island, is, correspondingly, the Sinhela Country (Sinhela motherland); 14.  Sri Lanka is a small Island (279 miles long and 136 miles at its widest) and the Tamil terrorists are located in        a tiny part of it. Moreover, the terrorists number less than 3,000, while the Sri Lankan army, itself, is 150,000        strong! It would not be difficult for the security forces to even encircle and blockade the terrorist locations        and even simply starve them out of food and provisions – like in a mediaeval siege.Should there be any further devolution of powers to the north and east?1. Under the Constitution, discrimination is prohibited and every citizen is entitled to be treated equally.     This includes the rights to travel to, live, establish businesses etc.  in ANY part of the Island.2. Accordingly, it is unlawful and illegal to permit the creation of racist, segregated or apartheid ghetto areas for     Tamils, Muslims etc. or to hand over parts of the Island to anyone or any community.3. The Government is, therefore, obliged by the Constitution to restore to the north and the east the Sinhelas and     Muslims who were driven away by the Tamil terrorists in their ethnic-cleansing programme, and to encourage     Sinhelas and other citizens to settle down there.4. The Tesavalamai law which prevents Sinhelas from buying land in the north or east (in their own motherland!),     and all other similarly racially-discriminatory and illegal laws violate the Constitution, are, therefore, ultra vires. 5. Therefore, the control of any part of the Sinhela motherland by (the non-indigenous) Tamils – whether by     creating a federal state or by partitioning – is tantamount to an invasion of the Sinhela Country     (Motherland); and the government is legally obliged by the Constitution to defend the Territory by taking     action against such invaders.6.  Such a federal state or partitioning is also racially discriminatory,  a violation of the Fundamental Rights        and Human Rights of the indigenous Sinhela Nation and a violation of its right of self-determination. 7. Under the Constitution, Sovereignty is owned by the People and the mandate given by the People to a     Government at the Election is to GOVERN – which includes maintaining law and order and upholding     the Constitution. It is unlawful to form a National Government (by forming coalitions of parties) for the     purpose of violating that mandate.8.  If a government is unable to comply with the People’s mandate under which it was given power, it is obliged by     the Constitution to hold fresh elections to enable the People to express their will.</blockquote>
