This is where it gets tricky! Look at Sri Lanka, when the World War II was going on and the rest of the world was on fire in 1940's, Sri Lanka didn't have any major problems... we infact did good! We were on track, heading for our destination! Then what happen from 1981 up to now for 26 years? We were stripped off from 26 years of development.. and also because of so many other issues, now ANY govt. elected cannot develop the country over night, because.. 1. WAR 2. No proper long time plans were invested Like they say "All roads lead to ROME"...... in Sri Lanka "All roads lead to Jafna"  So yes! I say! Politicians are the leaders of the country.. if they lead by example the rest will follow.. if they get divided into party politics and work solely to find a way to get to power by hook or by crook or to keep the power some how.... so will people... Really good politicians are the ones that are less corrupted ones from the rest and has a proper vision & mission! Even we find our selves that kind of a leader, Sri Lanka will take some time to recover from this mess (WAR)
