One cannot guess what the other party might do and make tactical decisions based on such assumptions. Nobody really knew the real capabilities of the other side so they should plan for the worst case scenario- in this case Americans must plan for what happens if the russians were capable of tracking a deep range space craft. in such a condition it would've been suicidal to fake a moon landing. in fact doing the real thing and maybe failing is much more honorable than getting humiliated by doing a fake.</blockquote>
