This is due to Sri Lanka’s foreign exchange rules and the Central Bank of Sri Lanka’s (CBSL) requirements. CBSL was specifically concerned about PayPal’s usual “closed-loop” system that lets users hold foreign currency outside the local banking system. To comply, the new setup routes incoming funds straight through the partner banks (likely converting them to LKR at PayPal’s exchange rate plus any markup/fees).
