Primary concern was the effectiveness against severe disease symptoms. When thousands were falling dead like flies the first attempt is to stop the deaths.Everyone knew that these vaccines didn't prevent infections.  That's not simple to achieve and is called Sterilizing Immunity.  Further, there were the asymptomatic cases, where they went on transmitting the disease.However, to their credit just after Phase III, Pfizer did gather data related to infection from some of the participants, Moderna did test all participants when they received their second dose and J&J tested about 3000 their participants.Later studies did show that in the United Kingdom both the Pfizer and AstraZeneca COVID-19 vaccines were effective in preventing onward transmission of the virus to close contacts in case of breakthrough infections. In one study among the general population in the United Kingdom, the effectiveness against transmission from breakthrough infections to household contacts from 21 days after the first dose was 47% (95% CI: 37–57) for the AstraZeneca COVID-19 vaccine and 49% (95% CI: 41–56) for the Pfizer COVID-19 vaccine.
