I own both PS4 and PC.
My previous gaming PC was assembled in 2012 for around Rs.120000.
Even today, more than 4 years later, it can play most games on high settings at 30FPS+. If I ran the same game on this 4+ year old PC and on the PS4, 8 out of 10 times I'd find the better gaming experience on the PC. There are some games however, which I feel like playing on the console i.e. racing games, some RPG such as Dragon Age Inquisition, etc. PS4 has the positive of being able to game on a big screen while sitting on your living room. Plus, it has some exclusive titles that are not available on the PC.
However, the last part works both ways. PC has its own exclusive titles. Here is a list of PC exclusives released between 2000-2013 if you are feeling like reading it :

You can't imagine playing some of the comples RTS games such as Total War, Civilization, etc on the console.
Additionally, your argument of not having to upgrade if you are using a console has been invalidated by the existence of PS4 Pro. That is a mid cycle upgrade. Soon PS4 games will have two modes, one for PS4 regular and for Pro with higher quality graphics. That is similar to older PCs having to play games at low graphics settings.
There are pros and cons of both. However there is no question about what the superior platform is.
That being said, @Hancok I wouldn't suggest you to sell the console and assemble a gaming PC. If you are not a hardcore gamer and don't plan on using the PC extensively that would not be worth the extra cost. The additional cost of PS4 games and the smaller screen you have would be a concern though. If I were you I'd rather invest the money on buying a bigger screen (40"+) TV. You can watch movies on that if you don't game so often on it.
