Only professionals write those kinda papers. I mean.. anybody can write. But can't publish on the databases which I've mentioned.IEEE, ScienceDirect, Compendex, ACM are really good databases which has almost all the conference papers in the world written through out the history. So when you do a University Degree or maybe some Post Graduate studies, you need to find out and read lots and lots of research papers.
