The only way to turn the country upside down (apart from my pet concept of running SL with only four people - all foreign) is to have a honest leader who isn't an idiot. Then establish a system. We had a system in place once before, sadly, now it's only political rhetoric. If we have a proper admin & judiciary in place the people will fall in line.
