ECONOMYNEXT – Sri Lanka’s defence, health, transport and public administration ministries have the biggest allocations in an appropriation bill presented as part of the 2024 budget process.
The public administration ministry which includes provincial councils and the Department of Pensions was allocated 886 billion rupees, up from 782 billion last year.
Defence was allocated 423 billion rupees, up from 410 billion a year earlier. Public administration which includes police, was allocated 140 billion rupees, the same as a 138 billion last year.
The Health Ministry got sharply higher allocation of 410 billion rupees up from 267 billion last year as the cost of medical supplies went up.
The transport ministry got an allocation of 403 billion rupees, up from 325 billion last year with a capital budget of 354 billion rupees.
In 2023 many capital projects were halted, and some recurrent spending was also cut. Interest costs went up.
The allocations in the Appropriation Bill which includes debt roll-overs may not correspond to the budget presentation which is made on a different basis.
There can also be supplementary estimates.
Borrowings were reduced to 3,900 billion from the original 4,900 billion rupees last year. The debt ceiling was raised in 2023 to help restructure debt, which will reduce financing in individual years.
