Immigration Chief P. B. Abeykoon, however, confirmed that he had been instructed by the government to cancel Mr. Elder’s visa but gave no other details.</strong></p><p></p><p> <strong> At the UNICEF headquarters in New York, senior officials expressed displeasure over the move.
