[HEADING=2]It doesn't matter if a cat is black or white, as long as it catches mice[/HEADING] Chinese saying advocating pragmatism, possibly coined by Deng Xiaoping (1904–97). https://www.oxfordreference.com/display/10.1093/acref/9780199539536.001.0001/acref-9780199539536-e-312;jsessionid=28CBF4B1F35C919CDA91C252A7F39595 This was used by late Deng to show his authority when asked about his age as the oldest Head of State ! This was in late 80s when he became the oldest HOS and reporters asked about his ailing health condition and Reconstruction of China introduced by him before USSR and India embrace liberal mkt policies. Later this chinese saying became much popular and even elevated to the position of 'Foreign Policy' doctrine based on 'pragmatism'. So the saying can give meaning to 1. Pragmatism. 2. Original meaning that Deng meant -that he is still in control despite other issues. So in my mind , the local context of professionals leaving the country and using the saying can either be a. Be practical -as it will be difficult to retain good professionals (even before bankruptcy). So we need to carry on with what is remaining , which we always did , including our leaders ! b. Can use substitutes (eg less experienced professionals) as long as emphasis is on the core competencies . NB. I did not read RW's full speech but relied on the facts stated in the long copied statement
