You can do the same thing to another low-quality image preferably taken at low light and increase the brightness using Photoshop. You'll get the same effect. So your point is invalid.  And try to enlarge this original picture to 1500% and see theres are any pixel changes around this guy, i have tried and its a real image.  See the examples from below link.  Working over 20 years as a graphics designer what i can say is is , Gayan you are Wrong mate........!  But I dont say its a real story.
